The Batang Toru Community Health Center (Puskesmas) and Huta Godang Auxiliary Health Center (Pustu) have officially been designated as pilot facilities for the implementation of the Primary Service Integration (ILP) program in South Tapanuli Regency. The program was launched at Batang Toru Puskesmas on Tuesday, February 25, 2025, and was attended by the South Tapanuli Regional Secretary, Sofyan Adil, a representative from the Ministry of Health of the Republic of Indonesia, dr. Pramutia Haryati Harirama, as well as the General Manager of Operations and Deputy Director of Operations at Agincourt Resources, Rahmat Lubis.
In his opening remarks, Sofyan Adil emphasized the importance of healthcare sector development. “Healthcare development is essential for regional progress. Therefore, the sector will continue to be improved and upgraded to enhance service quality and ensure more integrated healthcare for the community. With the launch of ILP at Pustu Huta Godang and Batang Toru Puskesmas, we hope this model can be implemented in other puskesmas and pustu across South Tapanuli. The goal is to ensure that healthcare services become more accessible and of higher quality for all,” he stated.

The Head of the South Tapanuli Health Office, dr. Rudi Iskandar, added that Pustu Huta Godang and Batang Toru Puskesmas are the first two healthcare facilities in the regency to implement ILP, highlighting the support of Agincourt Resources in the program’s execution.
Rahmat Lubis, General Manager of Operations & Deputy Director of Operations at Agincourt Resources, reaffirmed the company’s commitment to contributing to the progress of the South Tapanuli community. “Agincourt Resources operates in Batang Toru not only as a profit-driven company but also as an organization that cares about community development,” he said.

dr. Pramutia Haryati Harirama, as the Head of the Remote, Border, and Island Areas (DTPK) Task Force at the Ministry of Health of the Republic of Indonesia, explained that the ILP is part of the health system transformation focusing on preventive efforts. “The Primary Care Transformation aims to enhance preventive-based health services. We hope that the community will not only visit Puskesmas or Pustu when they are ill but also proactively check their health while they are still healthy. Prevention is better and more cost-effective than treatment,” she stated.
The free health check-up program on birthdays was also introduced as a promotive and preventive effort, requiring collaboration from all parties. The event was also attended virtually via Zoom and received a warm welcome from dr. Elvieda Sariwati, M.Epid., Director of Health Promotion and Community Health at the Ministry of Health of the Republic of Indonesia.
The event concluded with the signing of a commemorative plaque and a ribbon-cutting ceremony, marking the official launch of the ILP program.
