MANAGER – CONTRACT & PROCUREMENT (MPDE 2608021)

This position is located at the Martabe Site within the MPDE Department and reports directly to the Senior Manager – Project.

The Manager – Contract & Procurement is responsible for:

  • Prepare contracts, monitor contract performance, administer contracts, and ensure contractual compliance.
  • Review, process, and finalize contract claims and variations.
  • Conduct supplier prequalification and prepare tender documentation.
  • Perform commercial evaluations of tenders and prepare tender evaluation summaries.
  • Manage the tendering process, including preparing and issuing tender documents, evaluating bids, negotiating contract terms, and recommending contract awards.
  • Provide recommendations for contract execution, contract amendments, and contract awards.
  • Administer contracts through to practical completion and final close-out.
  • Develop Procurement Plans, define project scope, procurement strategies, and purchasing requirements for project-related equipment and materials.
  • Ensure a consistent, integrated, and reliable approach to contract and procurement processes.
  • Prepare accurate and insightful reports.
  • Liaise with suppliers, equipment vendors, and construction contractors regarding project requirements.
  • Establish and maintain systems for contract administration, reporting, cost control, contract variations, and stakeholder interactions.
  • Contribute to developing scopes of work, tender packages, tender evaluations, and project management tools to ensure the Company’s financial and legal interests are protected while achieving optimal value for project expenditures.
  • Contribute to project reporting, including contractor progress, risks and opportunities, scope changes, and potential contract variations.
  • Build and maintain effective relationships with suppliers while ensuring contractual compliance and performance.
  • Manage and supervise the Document Control Team.
  • This role encompasses all contract and procurement activities related to the Martabe Project, covering a wide range of scopes, complexities, values, and risk profiles. Regardless of size or complexity, every contract contributes to the successful operation of the Martabe Gold Mine.

Candidates for this position are expected to meet the following qualifications and criteria:

  1. Bachelor’s degree in business/management, Law, Engineering, or a related field. A master’s degree in business/management, Law, Engineering, or a related field is preferred.
  2. Professional qualification in Procurement, with expertise in contract law, contract drafting, and regulatory compliance, is preferred.
  3. Certified in POP (First-Line Operational Supervisor) and/or POM (Middle Operational Supervisor) is preferred.
  4. Minimum of 15 years of experience in Contract Administration within the mining, mineral processing, or heavy industry sectors.
  5. In-depth knowledge of contract law and applicable regulations.
  6. Strong understanding of procurement processes, the Indonesian business environment, legal and regulatory frameworks, corporate law, labour regulations, taxation, import regulations, and mining and energy legislation.
  7. Extensive experience in contract drafting, including technical specifications, Statements of Work (SOW), and commercial terms and conditions.
  8. Strong negotiation and analytical skills, with the ability to evaluate bids, administer contracts, and identify opportunities for continuous improvement.
  9. Proven expertise in Contract Management, including the effective management of contractors and ensuring compliance with contractual terms and conditions.
  10. Experience in managing high-value service contracts, preparing complex contract documentation, and supporting project management related to contract variations and change management.
  11. Excellent communication, leadership, influencing, and negotiation skills.
  12. Proficient in using PRONTO ERP.
  13. Strong planning, scheduling, and execution skills.
  14. Demonstrated ability to consistently deliver high-quality work within required timeframes.
  15. Strong problem-solving skills, with the ability to identify and resolve contract and procurement issues effectively.
  16. Proven ability to lead and manage teams, motivate employees, and delegate responsibilities effectively.
  17. Strong work ethic, with the ability to communicate effectively across all organizational levels while demonstrating respect for diverse cultures and stakeholders.
  18. Sound knowledge of operational safety requirements, supported by an excellent personal safety record.
  19. Advanced computer skills, including proficiency in Microsoft Excel, Microsoft Access, and Microsoft Project.
